Fresh Start Checking
What is Fresh Start Checking?
It is a restricted checking account that helps you re-establish account management history.

Who is Fresh Start Checking for?
Fresh Start Checking is for individuals who have been restricted from opening a checking account due to a ChexSystems record or previous account mismanagement.

How do I open a Fresh Start Checking account?
  1. Talk to an Alliance representative to see if you qualify. Please stop by any financial center or give us a call at 800.232.8669.
  2. Complete the Checking Account Management course and receive a score of 90% or higher on the quiz.
  3. Meet with an Alliance Member Relationship Manager to open your account. You will need to have a Member Share account1 and make a deposit of $25 or more into your new checking account. Please refer to Account Details below.



Account Details
Eligibility and Requirements
  • Member must be 18 years of age or older, and
  • Maintain a Member Share account1, plus
  • Fresh Start Checking accounts must have an initial deposit of $25.00 or more, and
  • The member must complete the Balance Checking Account Management course with a score of 90% or higher prior to opening the account.


Account Restrictions
  • No ATM or Debit Card for the first six (6) months
    • If account remains in good standing after six (6) months, member is eligible to receive an ATM card upon request
    • If account remains in good standing after one (1) year, member is eligible for a debit card upon request
  • Non-Sufficient Funds (NSF)
    • One (1) or more NSF(s) during months 0-6 results in account closing.
    • One (1) NSF allowed during months 7-12.
    • More than one (1) NSF during months 7-12 results in account closing.
    • If account is in good standing after one (1) year, member may be eligible for current Overdraft Protection Program.
  • No monthly minimum balance requirement


Eligibility and Requirements Please visit http://www.balancetrack.org/checking/index.html to take a quick course about properly managing your checking account. Complete the quiz at the end of the course. If you score 90% or better, you may be eligible for the Fresh Start Checking account. You are able to take the quiz up to three (3) times. If you do not pass the test after the third (3rd) try, you must wait ninety (90) days from the date of the last quiz. After ninety (90) days, you are allowed three (3) more attempts.

Proper Identification Please provide a Drivers License or state-issued ID card for each member that will be on the account.

Important Information for Debit/ATM Cardholders
Alliance uses a third party monitoring service to review transactions for unusual or suspicious activity. This means if there are out-of the-ordinary transactions your card could be blocked. Keep these numbers accessible: 866.842.5208 (in the United States) and 701.461.2551 (call COLLECT from outside the United States). If your card is blocked for unusual activity and you miss the monitoring service’s call, use one of these of numbers to verify recent transactions and unblock your card. If your card is lost call 800.264.5578 (in the United States) and 701.461.0621 (call COLLECT from outside the United States). To activate your new Debit card or change your pin number call 800.448.8268..

Overdraft Privilege Program – Changes beginning August 15, 2010

Currently, all checking accounts that are in good standing after 60 days of account opening are automatically enrolled into the Overdraft Privilege Program (OPP). This program covers all transactions that might overdraw your account.

BEGINNING AUGUST 15, 2010 YOU MUST OPT-IN TO PARTICIPATE IN THE OVERDRAFT PRIVILEGE PROGRAM FOR ATM/DEBIT CARD TRANSACTIONS. THIS APPLIES TO ALL MEMBERS.

Even if you are already using OPP, in order to continue this benefit for ATM/debit card transactions, you must opt in by filling out this form.

There are three ways to opt in: What is the Overdraft Privilege Program?
Rather than automatically returning unpaid, non-sufficient funds items which could cause you to incur a fee from the payee, Alliance pays these items up to $700 during a 30-day period. You incur an NSF/overdraft fee of $29 for each transaction that we pay when you have insufficient funds to cover the transaction.

As long as you bring your account current within each 30 day period, this benefit continues uninterrupted. Each time we pay a non-sufficient funds item we send you a notice.

Other overdraft choices
  • Do nothing. If you do not want to participate in OPP for ATM/debit card transactions simply do nothing. ACH and check transactions will still be covered; however, if you have non-sufficient funds when using your debit card, the transaction will be declined.
  • Link your savings account.1 You have the option to link your Alliance checking account to your Regular Share or High Yield Money Market account. If you do not have sufficient funds in your checking account at the time of a transaction, funds from your savings or money market account will be transferred into your checking in $100 increments for $4 per transfer. You can link your savings with your checking account whether you participate in the Overdraft Privilege Program or not.
  • Overdraft line of credit. Apply for a line of credit to cover transactions when you do not have sufficient funds in your checking account.

[1] Under NCUA guidelines, you are allowed a maximum of six (6) non-personal transactions per month from your savings account. "Non personal" means any transfer that is triggered by an event (e.g., ACH or overdraft protection) and happens automatically, or that requires a transfer request such as Online Banking or Tell-A-Phone. If you exceed six non-personal transactions in one month and you participate in the Overdraft Privilege Program, your excess transaction(s) will be paid by Alliance and you will incur a $29 overdraft fee. If you do not participate in the Overdraft Privilege Program and you exceed six non-personal transactions in one month, your excess debit transaction(s) will be declined or your check(s) will be returned.
